Gordon is an FBX employee that dealt with Human-Obesk relations, and sometimes an envoy, like in Their City. He is assigned to be an envoy for the "Signal" Initiative which could possibly mean the Call Research team; and Gordon was presumably previously an envoy for the Exchange Initiative.
He doesnt seem to handle any other Obesk affairs other than being an envoy as shown in The Room High Up. He mentions that he needs to forward Akizet's ideas towards his higher-ups before being able to comment on them.
Aquaintances
Gordon has been acquainted with Akizet for quite a while, before the meeting in The Room High Up, as he says "I see why you wanted to talk in private this time." Insinuating that Akizet and Gordon have met multiple times beforehand.
In Their City, we meet what is presumably his friend, or acquaintance, Oliver, as the Cloaked Streetwalker. He's presumably known Gordon's position in the FBX for quite a while, as he asked if Akizet is part of the Exchange Initiative, which also means Gordon was probably an envoy for the Exchange Initiative before moving over to "Signal" Initiative.
