The Council is a thoughtform that resides in Jokzi Ozo in the cyst. They are many different thoughtforms who "shed their membranes" to join together during the starvation of the cyst.[1] Due to the Interloper's unique connection, the Council is viewed as a single entity.
The Council is opposed to Funfriend's methods of restoring memories and exclusively call it "the tyrant." [2]
Appearance
The Council has a segmented body, head, and arms, which float when they are idle. Due to their nature as an amalgam, their face consistently switches between several different receptor designs and accessories. They found Akizet's coat from a dying memory, and since they liked its design, they absorbed it into their overall appearance.[3] Their eyes contain many individual eyes and pupils and they have long, flowing, multicolored hair.
Personality
The Council is curious and very friendly to the Interloper, as they are excited to meet a new entity for the first time in so long. At their core, they are extremely hedonistic, preferring to dance and indulge in happy dreams until the very end. However, they are respected and considered as a friend by the residents of Jokzi Ozo for carving out a home in the depths of the Uncosm.
History
Before recovering the cyst
During the starvation of the cyst and before they became an amalgam, the Council drifted within the Uncosm for an unknown amount of time. Eventually, they rejected this fate and decided to build Jokzi Ozo as a final resting place and to dream and indulge until the end. Other lucid thought forms joined in this residence, while truly incoherent thought forms were feasted upon. While in Jokzi Ozo, some of its residents decided to shed their membranes and become one for various reasons, such as intimacy, closeness, and growing tired of waiting for the end. The amalgam of these many thought forms became known as the Council.
Discovery of Jokzi Ozo
When the Interloper first enters Jokzi Ozo, they are greeted by the Council idling in their room. The Council immediately and excitedly greets the Interloper, asking them various questions about their nature and answering questions in return. However, the Council approaches with an urgent request to find the missing residents of Jokzi Ozo. They explain that they were torn away due by Funfriend in order to restore the memories of the cyst. In order to return them, the Council provides the Interloper with the Unity Mask. Due to the way the friends were removed, the Council can only offer vague descriptions and hints about them, as their memory was torn from them as well.
After finding the lost friends
When the Flower and the Fairy are returned to Jokzi Ozo, the Council is overwhelmed with joy and asks the Interloper for permission to dance. If they are allowed to, they will dance until they are told to stop, playing their song throughout Jokzi Ozo and manipulating their room in tune with their dance and song. Additionally, they will also provide more information about the returned friends.
