Oliver is a friend of Gordon, whom he has presumably known for a while.
He can be encountered in Their City in front of The Room High Up, and he can be talked to. He expresses surprise when Gordon shares that he is an envoy for the "Signal Initiative". He is relatively informal in greeting Akizet, but not in a malicious or condescending way. He instead appears genuinely bored of his job and eagerly accepting the chance for friendly interaction when it arises.
