The FBX is a government agency that dealt with Obesk-Human relationships back when The Embassy was still a thing, but now deals primarily in uncovering old Obesk technology left on Earth.
The Bureau
The Bureau is a location in Their City, it is where The Room High Up is located. There isn't much known about this location, though it could possibly be the main headquarters of the FBX, and the location where The Basement is.
